At the time the Indonesian government developed a large-scale plan that included a massive relocation. Uplink campaigned against the forced relocation and proposed for an alternative plan that allowed residents to rebuild where they lived. Uplink led a community survey, mapping and needs assessment and created Jaringan Udeep Beausaree (JUB), which consists of 26 affected communities.
